The Pebble Limited Partnership (PLP) was created in 2007 by co-owners Northern Dynasty and Anglo American plc to design, permit, construct and operate a modern, long-life mine at Pebble. Both companies have equal representation on the Pebble Partnership Board of Directors.

Based in Anchorage, Alaska, the Partnership is led by CEO John Shively — a former Commissioner of the Alaska Department of Natural Resources and senior executive with NANA Regional Corporation (partners with Teck in the Red Dog zinc mine in northwest Alaska). Since joining PLP in 2008, Mr. Shively has assembled a team of respected resource development professionals to lead the Pebble Project into permitting — including Vice President of Environment Ken Taylor, a former Deputy Commissioner of the Alaska Department of Fish & Game.

The Partnership has also assembled a world-class engineering team to prepare a Prefeasibility Study for the Pebble Project. It includes 20 senior engineers and technical specialists, many consulting from Anglo American, as well as 58 leading engineering firms and specialized consultancies from the U.S. and around the world.

In addition to engineering design and mine planning, the Pebble Partnership oversees a robust program of activities in the areas of mineral exploration, environmental/ socioeconomic studies, stakeholder relations and public affairs.
